Needle and syringe programmes, substitution therapy and other interventions that support people who use drugs are proven to be effective at halting or reversing the HIV epidemic among people who inject drugs.
Yet, the HIV epidemic is worsened by laws and policies that criminalise the use of drugs and impose harsh penalties and law enforcement measures on users.
